Conservative party putting heavy brakes on Live in Caregiver program

CIC stats show steep decline of the Foreign Caregiver program  (LCP )
 
The Live in Caregiver program enables foreign nationals to work in Canada as live in caregivers aka live in nannies when

Canadian or Permanent Residents are not available to take such jobs.

One would assume that this is a growing and essential program with the rapidly aging population and to ease childcare challenges by Canadian families.

Needed improvements were implemented by Minister Jason Kenney in 2010 to better protect live in caregiver but stories of caregiver abuse are still rampant. And overseas caregivers are still paying large amount of " service fees" to agencies in the Philippines.

One of the improvements was for caregivers an easier and faster path to appy for Permanent Residence status but processing time for PR have increased significantly over the last few years thus caregivers and their own families experience delayed family reunification.

Critics , mostly recruitment agencies and consultants, have voiced their concerns with Citizenship and Immigration Canada for adding substantial fees on to families without guarantee of a successful working relationship between the employer and caregiver.

While this is certainly a fair point, the question is who would pay for the required fees ? The live in caregivers who arrive mostly  from economic poor countries or countries with minimum income ?

Caregiver groups who initially cheered the Immigration Minister for his actions on the LCP are also getting restless and frustrated as a number of the improvements are not turning out the way they were presented to them.

This Caregiver group is proposing more changes to the Canadian Government.

Looking at the declining numbers, one does raise the question why suddenly much fewer families are utilizing this program.

Perhaps it is time for the Conservative party to sit down again and have further dialogue with caregiver groups and see if the fate of this necessary program can be saved from complete collapse.
