The youth of the other communities have been urged to be on alert.  According to security source, the rebel factions are moving towards Greater Bor and Akobo in three directions suspected to attack and raid cattle.

On 15 October, the Bor county civilians were urged to be on alert as South Sudan Army (SPLA) reported of roaming of criminal groups around Greater Bor villages.

Five days before the information was revealed to the media, the SPLA commander in Bor gave a report to two Members of Parliament (MPs) representing Kolnyang and Anyidi Payams so that they could alert the youth on what was going on.

The Commissioner of Twic East County Dau Akoi Jurkuch after receiving the security information from the Acting Governor today said they have nothing to protect civilians.

“We have no powers to protect civilians because community policing and police forces are not well equipped to defend civil population in the county,” Akoi said today.

Speaking to Gurtong from Panyagor, Akoi said the national army is under the command of national government and are directed from that level.  He calls upon the army to take all the necessary measures to prevent the attackers that are now detected by the security sources in advance.  

He said if the United Nations Missions in South Sudan (UNMISS), protecting the civilians in general should go to Twic East so that they may help the government in monitoring subversive activities.

He said that the true mandate of the UNMISS in Jonglei state is to detects and monitoring the security situation within the state.

Last two weeks ago, civilians deserted their home villages after they detected the roaming of Murle groups around Kolnyang, Anyidi, and Makuach but no instruction has allegedly been given to army to protect the villages.
