Juba 16th March, 2015. The IGAD Monitoring and Verification Mission report of the February, 2015. As the reported indicated that the report findings were validated by the Office of the IGAD Special Envoys. The summary of the latest five violations of the Cessation of Hostilities Agreement, which was signed by the Government of the Republic of South Sudan, and the SPLM/A (IO) on 23 January 2014, can be found that The two warring factions of the SPLA shelled each other, killed civilians, burned hospital and humanitarian infrastructure, and conscripted child soldiers in Unity and Upper Nile states last month, the Intergovernmental Authority on Development (IGAD) said in its latest report on ceasefire violations. Community Empowerment for Progress Organization welcomes and appreciates the report. It is remarkable action for justifying that the warring parties’ commitment for the implementation of the Cessation of Hostilities Agreement, which was signed by the Government of the Republic of South Sudan, and the SPLM/A (IO) on 23 January 2014 is weak and they prefer to violate it.

Mr. Edmund Yakani, Executive Director of CEPO said this reports of the IGAD Monitoring and Verification Mission are important documents for setting up benchmarks for making decisions for holding the warring parties to the commitment they demonstrated by signing the cessation of hostility agreement before IGAD leadership.  With reports IGAD need to justified herself by having a say about these reports that are always produced by the IGAD Monitoring and Verification Mission. The silence of IGAD leadership about these reports is making the citizens viewed IGAD Monitoring and Verification Mission is not an effective mechanism.

In strong terms, CEPO is urging IGAD leadership to have a say that hold water in relation to February, 2015 report of the IGAD Monitoring and Verification Mission. The implication of the violation of the cessation of hostilities agreement means a lot. The findings of the five violations indicates that even the warring parties have violated their commitment to the MOU they signed with the United Nations Special Representative of the Secretary-General on Sexual Violence in Conflict Zainab Hawa Bangura during her visits to South Sudan and meeting with the leaders of the warring parties. Following the terms of the MOU signed between the leaders of the warring parties with the office of United Nations Special Representative of the Secretary-General on Sexual Violence in Conflict Zainab Hawa Bangura, CEPO is urging Zainab Hawa Bangura to have a public say on this report. Maintaining silence help a lot in worsening of situation. Mr. Yakani stressed
