Communiqué of the 494th PSC meeting on the Situation in South Sudan

Juba 28th March, 2015. The Peace and Security Council of the African Union (AU), at its 494th meeting held on 24 March 2015, was briefed on the situation in South Sudan and the status of the peace process in that country by the Chair of the Mediation Team of the Inter-Governmental Authority on Development (IGAD). Community Empowerment for Progress Organization welcomes the communiqué and appreciates it. The language of the communiqué so far is reasonable in comparison to the previous communiqué.  Mr. Edmund Yakani, CEO of CEPO said CEPO appreciate the language used in the communiqué. It is encouraging and demonstrating.  This is justified by the communiqué phrase “Council, recalling its earlier pronouncements on the issue of sanctions against those undermining the quest for peace, violating international humanitarian law and obstructing the efforts of the United Nations Mission in South Sudan (UNMISS), noted the adoption, on 3 March 2015, by the United Nations (UN) Security Council, of resolution 2206 (2015)”. But CEPO is disappointed with the communiqué being silent on the issue of the African Union Commission of Inquiry report publication including the serious problem with some leakage of contributions to the report.  Additionally, the communiqué is also silent on urging the government of South Sudan to declare its own investigation report on Mid-December,2013 human right atrocities publically including the government presenting the report to African People and human Right commission. Mr. Yakani stressed.

In strongly terms CEPO is calling upon ad hoc Committee that was composed of the Heads of State and Government of Algeria, Chad, Nigeria, Rwanda and South Africa to open their doors for engagement with civil society. Finally, CEPO call upon AU-PSC to ensure that Terms of Reference for AU ad hoc Committee are made public and for civil society inputting. Key recommendations that CEPO is urging all IGAD and AU-PSC to consider priority the next rounds of the mediation are; 

a)     CEPO is recommending for IGAD to appointed single mediator with full mandate from IGAD heads of states.

b)     IGAD members States such as Uganda and Sudan which have demonstrated direct interest on South Sudan security and economic should be far from the mediation seat of IGAD.

c)      CEPO is urging IGAD to sort out the gaps associated with the disconnect between IGAD special envoys verses IGAD heads of states on one hand and the chief negotiators of the warring parties verses their principals on the other hand before resumption the next round of the mediation.

d)     Gender Advisor to the mediator at level of IGAD should be paramount

e)      Civil society, media, faith based group should be consider as key actors of inclusive peace mediation process

f)       The warring parties negotiation delegation should be encourage to reflect ethnic diversity of South Sudan
