RUMBEK EAST 08 May 2015 [Gurtong]-Martin Matien, Rumbek East County Commissioner said the conference concluded with the formation of a community court to investigate the cause of conflict between the communities.
“Yes, if we really talk about the causes of such problems in the area, you find the issues for example concerning ladies being elopement, then there is cattle raiding. People here are traumatized, where by you find someone moving on the road being shot dead. Then plus the long term inter-clans and Payams conflict and these are the problems we have here in Lakes State” he narrated.
The conference that begun last year in August concluded in the first week of May 2015 and was attended by 3000 participants from the six Payams of Rumbek East.
Commissioner Matien said, “people should not think a lot on what caused the problems, what caused all these issues are alcohol, accessibility of guns in the hand s of civilians and contribution of the hostile groups from every Payams who do not think of coexistence” he said.
“On Friday we shall swear in the court committee in order to start blood compensation for those that lost lives” Matien stated.
Blood compensation is a traditional remedy for homicide under customary law. It involves the payment of a certain number of cattle to the family of the deceased in order to compensate them for their loss.
Matien further said that an agreement was reached that administrative police will be deployed in every Payam to arrest anyone in possession of a gun and is not security personnel.
