Senator Francis “Chiz” Escudero proposed on Wednesday that President Benigno III be allowed ‘stand-by power’ other than emergency power to cater to power crisis in Mindanao. He expressed that President needs some extraordinary powers to use the electricity at his own discretion other than having to run through the request for additional electricity supply every now and then with the Congress.

He said, “I am willing to give the President more than emergency powers given the gravity of the present situation. He should be granted standby power in case of extraordinary situations that he can exercise at his own sound discretion without having to run to Congress every now and then and wait for its imprimatur.”

Congress was already planning on carrying out special sessions to ensure that the supply of electricity to the president is resolved at the earliest since it is hindering the performance of the team which is working towards coming up with solution of the electricity situation throughout the country in the least possible time.

However, also mentioned that the limitations and circumstances of using the standby power should be laid down properly and it should be ensured that the electricity consumed is contributing towards finding a solution and not making the citizens suffer even more.
