Toronto Police to Run Pilot Project Testing New Drug-Screening Devices

Toronto police and OPP have begun a pilot project test running new devices designed to detect drug-impaired drivers from Monday onward. Since it’s just a pilot project and there’s no law enforcing the tests, the driver participation in the roadside will be completely voluntary.

The project will run through the spring of 2017 but police would not be allowed to ask suspect impaired drivers for the test. The purpose behind the pilot project is to see how officers are able to interact with the devices in varying weather conditions at different times of the day. A press release issued by Toronto Police mentioned that “the project will document the experiences and feedback from officers and assist in the development of procedures and practices for oral-fluid screening devices.” The two devices being tested include the Alere DDS 2 and the Securetec DrugWipe 5S, both of which have previously been proven effective at sniffing out traces of marijuana, opioids, cocaine and methamphetamines in oral fluids.

In addition to voluntary testing, any positive sign of drug impairment would not result in criminal charges and even the participants will only be identified by a number and results gathered during the pilot won’t be linked to any personal information. The press release stated that “none of these devices have been approved for use in the field to aid in the formation of grounds to lay any type of charges.” In case a driver is suspected of drug impairment, police will conduct a standard roadside sobriety test instead.
