Jean-Marc Fournier, Quebec’s justice minister refuses to absorb the additional costs associated with Canada’s omnibus bill. Fournier says bill C-10 will eventually increase the crime rate as it is an unbalanced piece of legislation that doesn’t emphasize on the rehabilitation of criminals.

Fournier said: “What we want is a sustainable protection of the public. We wish to see a reinsertion of the youth in society so that society can benefit from it.”

He also said young criminals mostly come out of prison with more polluted minds and lost ambition. He insists that attention should be paid to the root cause instead of completely ignoring it.

“What you’ve got is a Band-Aid solution here,” he said.

“It is clear that this bill does not offer the financial support necessary to support the changes. Quebec refuses to absorb the costs.

“This is not our decision to change a course of 40 years … That is not our choice so we will not pay for that choice that is not ours.”

On the other hand, Justice Minister Rob Nicholson does not seem to agree with Fournier. On Tuesday, Nicholson said he firmly believes it is a brilliant bill that should not be altered.
