Chelsey OsborneWinnipeg Police Service is requesting the public’s assistance in locating a missing 13 year old female, Chelsey Osborne. Osborne was last seen on the evening of November 4th, 2011 at approximately 9:30 p.m. in the area of the Children’s Hospital on William Avenue.
 
The Winnipeg Police Service considers Osborne to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are very concerned for her well-being.  Osborne frequents the downtown malls and West End areas of the city, including the Millennium Library. Her main modes of travel are on foot or via transit.
 
Osborne is described as Aboriginal, 5’04” tall, approximately 144 pounds with a medium build. She has medium-length brown hair and brown eyes. Osborne was last seen wearing white hoodie, black pants, black sneakers and a black zip up jacket.
