An Expert political organizer, Gilles Cloutier, confessed the detailed system of ensuring election victory, and alleged that it was the price paid by his employer for ensuring that the firms settled municipal contracts. An experienced organizer, who later pursued his career working in business development for engineering firms Roche and Dessau, reported to the Quebec’s corruption commission this morning that the candidates were not always aware of the details of the so-called turnkey elections he managed.

In fact, he clearly stated that mayoral candidates were always aware that he was an employee of a firm that expected results in return. He informed the commission that “I absolutely had to deliver a victory,” and so “we lost a few, but nearly all of them, we won.” More than a few witnesses have already confessed the theory of turnkey elections before the commission, i.e. one in which a company offers up services in exchange for political favours following the election. Cloutier explained such turnkey elections step-by-step in complete detail, and insight into how those victories were ensured.

Cloutier explained that to win an election, he was tasked to control four elements, namely the quality of candidates, financing, organization and communication. He elucidated that each category must have a score of at least up to 20, out of 25, and he could ensure victory. He illustrated a widespread system of research, during which obtain documents like elector lists as soon as possible to get down to the business of winning over votes.
