The role of embattled Toronto Mayor Rob Ford was once again further reduced as of a figurehead, after the council stripped him of his executive powers and most of his budget. In the second set of extraordinary motions passed on Monday, the council allowed to transfer a significant chunk of the mayor’s budget and many of his powers to Deputy Mayor Norm Kelly.

This was the latest step in an ongoing initiative aimed at disrespecting and devaluing the defiant mayor, and stripping him of any actual powers. The motions were passed in a heated meeting which involved chaos, yelling and even a minor injury on the council floor. Councilors reached the decision of taking such decisive actions in light of latest series of admissions made by Mayor Ford in recent weeks, as he confessed having had smoked crack cocaine while in office, gotten behind the wheel after having a few drinks and purchased illegal drugs in the last two years.

During the meeting, Ford openly warned that these changes would “seriously hurt democracy in this city.” He threated that “if you think American-style politics is nasty, you guys have just attacked Kuwait,” while adding that “this is going to be outright war in the next election.” However, majority of councilors were unmoved as Councillor Cesar Palacio stated that “you could have become a fairytale of second chances,” adding that “unfortunately you didn’t … don’t blame us.” A 37-5 vote stripped the mayor’s budget and another 36-6 vote transferred most of Ford’s deputies and much of his budget to Deputy Mayor Norm Kelly.
