Several sources have confirmed that the U.S. State department is anticipated to release a sensitive environmental assessment of TransCanada Corp.’s proposed Keystone XL pipeline as early as Friday, i.e. a move predicted to kick start 90-day deadline towards a final decision. The Canadian government is anticipating a positive report, asserting that the pipeline will not produce any significant greenhouse gas emissions since the oil sands would be developed with or without the pipeline.
However, Ottawa and the industry stakeholders are stressing to get the project through because it will carry diluted bitumen from Alberta to the U.S. Gulf Coast, where massive refineries are well-suited to process the heavy crude. Meanwhile, several rumours whirling around Washington and Ottawa all week claim that the release of the report is imminent, meanwhile a Canadian official has alleged that the Harper government expects to receive it on Friday.
On the other hand, Reuters have quoted several U.S. officials to have confirmed till late Thursday that the final environmental impact statement was “in the final stages of preparation” and would be released as early as Friday. It is important to keep in mind that The State Department’s report will not include a recommendation to the White House, but in fact it will only assess whether the project would cause significant environmental damage. Later on, the State will deliberate on the multi-departmental assessment and rule whether the project is in the U.S. national interest, considering issues of employment, energy security and environmental impact.
