Kenney Reassures Relaxation to Provinces on New TFP Rules

Jobs Minister Jason Kenney says has assured the provinces that the federal government is ready to provide special exceptions to the areas harshly affected by the recent strict changes to Temporary Foreign Workers Program (TFWP). The federal minister hosted a meeting to address all provincial employment ministers on Friday in Prince Edward Island, though he didn’t confirm if his counterparts expressed disapproval or frustration over the changes made in June to limit access to foreign workers.

The rules were tightened by Kenney’s ministry in response to growing claims that several big companies across the country were in the practice of hiring foreign workers for lower pay instead of hiring Canadian citizens. One of the changes disallowed food service and retail companies operating in regions of the country with unemployment rates of 6% or higher to apply for foreign workers.

In his remarks on Friday, Kenney confirmed that he reassured the provinces that the federal government will be flexible with the new policy. He said that “we are prepared to look at targeted regions as it applies to low-paid food and hospitality workers.” Kenney explained that a city like Kitimat, B.C., which has close to full employment could be exempted, however there will be no exemption for many regions of northern B.C. that have higher unemployment rates. Kenney reiterated that he already announced the government is willing to make exceptions, but Friday’s meeting served, in part, to assuage some of the provinces’ concerns.
