Canadian Prime Minister Stephen Harper kick started the political season in Ottawa on Monday, with an address that promised to start rolling out more tax cuts as of this fall’s fiscal and economic update. Mr. Harper skipped a summer caucus retreat and a fall kickoff on Parliament Hill for his address to national caucus, in which he adopted a campaign-style rally in a downtown Ottawa convention centre to speak to his MPs, senators, Conservative party staffers, and supporters.

In his remarks, Mr. Harper boasted of gains his government has made in international trade agreements, the economy, and foreign policy, while also highlighting that his leadership is better than other political rivals, namely Tom Mulcair and Justin Trudeau, without even naming them. He mentioned that “I look forward to the economic and fiscal update this fall,” which is a standard report in the government’s budgeting cycle, “when we will be taking the first steps in the next part of our Conservative plan for Canadians.”

In addition to that, Mr. Harper stated that the “hard work” of slaying the deficit has been done by “Canadian taxpayers” not politicians and so he does not want the budget surplus squandered. He stated that “we Conservatives know Canadian taxpayers have not done the hard work of balancing the budget so that governments can raise taxes, or accumulate more debt, to funnel big envelopes of cash to interest groups.” He stressed that “a balanced budget will allow us to continue delivering lower taxes for Canadians.”
