Chevrolet Corvette driver Allan Dean Balay charged with manslaughter over traffic fatality

The Edmonton Police Service Major Collision Investigation Unit has laid a charge of manslaughter in relation to a traffic fatality that occurred in October 2014.

On Sunday, Oct. 12, 2014, Northeast Division patrol officers were called to a single vehiclecollision around 5:30 p.m. on Yellowhead Trail and Victoria Trail. Investigations reveal that a 1990 Chevrolet Corvette was traveling westbound on Yellowhead when it lost control and rolled over on its roof, just underneath the Victoria Trail overpass.

The 47-year-old male driver was extracted from the vehicle and was transported to hospital with serious injuries. A 41-year-old female passenger who was still belted in her seat, was pronounced deceased on scene by EMS.

Patrol officers immediately initiated an impaired driving investigation and were granted a warrant for blood samples after a Sherwood Park resident called to report the driver leaving a residence after consuming alcohol. The driver was advised to wait for their designated driver at the residence, but it was reported that the man and woman decided to drive themselves while allegedly impaired.

Several calls to 911 to Curb the Danger were reported by citizens who called in the same vehicle driving erratically.

Subsequent investigations also revealed evidence of excessive speed and alcohol as being factors in the collision.

On Wednesday, Dec. 10, 2014 , Allan Dean Balay, 47,  was charged with manslaughter, operation of a motor vehicle – over 80 mg% causing death, impaired operation cause death, dangerous driving cause death.

The 41-year-old passenger was identified as Adele James.

“We have been consultating with the Crown on this investigation,” says Const. Binoy Prabhu with Major Collision Investigation Unit. “This is the first time in EPS history that Traffic Section has laid a charge of manslaughter in relation to a traffic fatality.” 

A court date has been set for Wednesday, Jan. 14, 2015 in courtroom 265 at 9:00 a.m.
