Harper Says Government to Soon Table Anti-terrorism Arrest Bill

Prime Minister Stephen Harper has announced in response to the Paris shooting that the Conservative government will table a fresh bill providing new arrest powers aimed at eliminating terrorist threats soon after Parliament resumes in late January. Prior to the announcement, Harper expressed solidarity with France after 12 people were shot dead in an attack on the Paris office of satirical magazine Charlie Hebdo.

While addressing the press in the Vancouver suburb of Delta on Thursday, Mr. Harper stated that “when a trio of hooded men struck at some of our most cherished democratic principles – freedom of expression, freedom of the press – they assaulted democracy everywhere.” He stated that “yesterday hundreds of supporters around the world, and in cities across this country, openly demonstrated that we will not be intimated by jihadist terrorists.” Explaining the upcoming anti-terrorism bill, Harper revealed that it is going to contain “additional powers to make sure that our security agencies have the range of tools available to them to identify potential terror threats and to take arrests and other actions – detention and arrests and other actions – where necessary.”

Mr. Harper stated that the legislation is expected soon after Parliament returns on Jan. 26. He stressed that “I anticipate that we will be moving forward very early in the new session” as he highlighted that his government is trying to carefully balance freedom and security. Unlike other countries, Canada keeps its public threat level a secret and accordingly Mr. Harper refused to confirm whether Canada has increased its threat level.
