In his formal testimony at the ongoing Duffy trial, former PMO lawyer Ben Perrin claimed that he believed Prime Minister Stephen Harper personally approved the elements of a deal with Mike Duffy that meant the party will “keep him whole” on some of the senator’s questioned expenses.

According to Mr. Perrin, he got that impression due to an e-mail from Mr. Harper’s then chief of staff, Mr. Wright, which explicitly stated that they were “good to go” from the PM on the deal. He stressed that “my understanding from that e-mail was that the Prime Minister himself had approved the five points…” referring to a five-point agreement including a stipulation that the Conservative Party would keep Mr. Duffy “whole” on expenses. Whereas on the other hand, Mr. Wright testified last week that the “good to go” in that aforementioned email actually meant an approval for something else.

In his remarks, Mr. Wright explained that he wanted to green-light the precedent of forcing a senator to repay expenses which he may not technically owe and the media lines the government would use. Mr. Perrin pointed out that there were many discussions going on about the Duffy scandal and he was included in all of them. He added that he did not believe, from e-mails sent to him, that the Conservative Party would only consider reimbursing Mr. Duffy for some expenses incurred while he was on party business – not the whole sum he was believed to owe.
