Ottawa man Chad Baillargeon charged with making IED bomb

A man stopped by Ottawa Police Service in a routine traffic stop on Tuesday evening has been charged with five weapons related criminal offences.

Chad BAILLARGEON, age 35, of Gatineau, Quebec has been charged with:

Unlawful possession of explosive substance with intent to endanger life
Unlawful possession of explosive substance
Possess weapon dangerous to public peace
Possess incendiary material for arson
Possess explosive substance while prohibited

BAILLARGEON was charged following his court appearance this afternoon, for an unrelated outstanding arrest warrant.

At approximately 11:20 pm on January 4, 2011, Ottawa Police officers stopped a vehicle in the 400 block of Third Avenue and Lyon Street in relation to a driving infraction. Subsequent investigation led to the discovery of an improvised explosive device inside the vehicle. Tactical and Explosives Unit personnel assisted and took appropriate measures to transport the device to a secure compound, where it was rendered safe. At no time was there any imminent threat to public safety.

Ottawa Police District investigators are continuing their investigation.
