On Wednesday, January 12, 2011, at 5:22 a.m., police responded to a theft of vehicle call in the Dundas Street/Parliament Street area.

It is alleged that:

– the suspect was located in the Dupont Street/Davenport Avenue area shortly after 6 a.m., driving a front-end snow plow,

– Sergeant Ryan Russell responded and was struck by the vehicle driven by the suspect,

– the suspect failed to remain at the scene and drove off,

Sergeant Russell received life-threatening injuries and was taken to hospital via emergency run where he was pronounced dead.

Richard Esber Kachkar, 44, of no fixed address, has been charged with:

1. First Degree Murder,
2. Attempted Murder,
3. Attempted Murder.
