Ontario Fines $900,000 to QEW Snow Fighting Contractor

A snow-clearing company, Carillion Canada, has been fined up to $900,000 by the Ontario government for doing a poor job on the QEW during two storms last winter that resulted in multiple collisions. Explaining the system, Transportation Minister Steven Del Duca elucidated that the contract allows Carillion Canada to challenge penalties intended to enforce compliance with highway maintenance standards.

In his remarks on Tuesday, Mr. Del Duca stated that “there’s an understanding that something went wrong. We’re trying to land on exactly what it was … the dialogue continues.” He stressed that “it’s an opportunity for a back-and-forth before a final decision is rendered.” The Transportation Ministry was criticized in a report from auditor general, Bonnie Lysyk, last April for putting lives in jeopardy by contracting out winter road maintenance to save money. According to the report, almost 37 per cent of $13.3 million in fines assessed for the winter of 2013-14 were waived while a similar percentage was being reassessed.

Commenting on the fine system, Progressive Conservative MPP Michael Harris remarked that “the fine system is a farce.” Quite noticeably, the storms engulfed Carillion last November, when an early snowfall and ice storm created hazardous driving conditions on the Queen Elizabeth Way between Burlington and Mississauga, and the same happened again a month later. Mr. Del Duca has claimed that “perhaps they had deployed their equipment a little bit later than, ideally, they should have,” adding that “we’ll see where that ends up,” adding that everything will be sorted out “soon.”
