On Wednesday, January 12, 2011, at 5:22 a.m., police responded to a theft-of-vehicle call in the Dundas Street East/Parliament Street area.

Richard Esber Kachkar, 44, of no fixed address, has been charged with:

1. First Degree Murder
2. Attempted Murder
3. Attempted Murder

Police are asking anyone who knew Richard Esber Kachkar personally, or anyone who may have had any contact with him while he was in Toronto, prior to his arrest, to contact Detective Sergeant Dan Nielsen at 416-808-7398.

Investigators know that Richard Esber Kachkar left St. Catharines, Ontario, possibly by bus, to head to Toronto, on Thursday, January 6, 2010.

They also know that Richard Esber Kachkar arrived at the Good Shepherd Refuge, 412 Queen Street East, on Tuesday, January 11, 2011, after 5 p.m.
