Troops in Malakand division will soon move out of the area to make room for civil administration. The provincial government plans to begin the formal process by mid-October. Spokesperson for Chief Minister Pervez Khattak confirmed the news.

In the initial phase, troops from Buner and Shangla districts will be pulled out. The provincial government has discussed the plan with most of the political parties to gain confidence and avoid any unpleasant political interference.

The decision seems to reflect the motto of Pakistan Tehreek-e-Insaf (PTI) that believes in solving conflicts through dialogue. Recently, political leaders of the country decided to change the anti-terrorism strategy by bringing the militants to the table for talks. During an All Parties Conference (APC), it was decided that the outlawed Tehreek-i-Taliban Pakistan (TTP) will be encouraged to take part in peace talks.

In 2007, the provincial government requested Pakistan Army to provide assistance with administration in parts of Malakand division, including Swat, Buner, Shangla, Upper Dir, Lower Dir, Chitral and Malakand districts. Two years later, the troops conducted an operation to eliminate several militant groups actively operating in the area. The operation was considered successful as militants were either arrested or pushed back to Afghanistan.

On the other hand, Chief Justice of the Peshawar High Court (PHC) Dost Muhammad Khan has observed that the K-P government should avoid withdrawing the troops in a rush. The court advised the government to consider the interest of all the stakeholders before making any bold moves.
