Gwen Mahlangu-NkabindeThe government of South Africa is altered, soon after the public protector Thuli Madonsela found evidence of misadministration in the leasing of two office buildings by the police. Public protector found in July that the contracts public works accomplished with businessman Roux Shabangu, to rent police headquarters in Durban and Pretoria, at inflated prices were "fatally flawed". Madonsela’s report on the matter gives a negative image of the minister’s conduct along with police commissioner Bheki Cele, and said her department was guilty of "serious maladministration". The report also advised the President, Jacob Zuma to take serious action against the minister and ask to explain herself in front of the Cabinet within 60 days.

All these are seriously indicative of performance issues in the administrative capacity at the Communication Department, as it took almost two years to notice the non-payments by the department. It is reported that the Forensic and Investigative Accounting Department appointed an officer, Gobodo, to look into the matter with a view to recovering the funds. Still investigation is not yet concluded and no report is generated regarding this matter.

However, Mahlangu- Nkabinde will not report on lease scandal in front of the Cabinet as told by government spokesperson Jimmy Manyi. He said that the minister will report to the President. As a reply of this statement, the Democratic Alliance’s public works spokesman, John Steenhuisen, said the minister must explain herself not only to the cabinet but to the entire country, who she as a cabinet minister represents.
