“It is one of the most effective strategies used to marshal energy, focus and commit the entire public service and direct them towards effective delivery of the national development plan and the national vision”, said acting Public Service Minister Kwong Danhier Gatluak.

The system is an initiative supported by the Kenyan government and is aimed at facilitating effective management of the national development agenda.

According to Gatluak, the system was adopted after a ministers’ retreat in Mombasa, Kenya last year.

He said the launch is in line with delivery of the national vision and the development priorities of the South Sudan Development Plan 2011-2013.

The system requires government ministries and commissions at both national and state levels to work as a team with a single focus to achieve a noble goal.

To achieve the 2011-2013 development, the minister said every public servant must be fully engaged and constantly guided by supervisors to achieve the set objectives and goals.

Senior government officials including the Vice President Dr Riek Machar attended the launch.

The VP who graced the launch, described it as a historic mark, saying the system can contribute in making the country productive.

“We must reverse this behavior of being a consumer to being a producer. This occasion makes another remark to reorganise the performance of this nation”, he said.

He urged government agencies to closely follow the policy.
