Prior to presentation, the Chairperson of the Committee of Health, HIV/AIDS, Social Development, Gender, Youth and Sport Hon. Agnes Lox Mebo moved a motion to allow the minister to make the presentation.

The move followed an approval of the Ministry’s same policy statement on the Thursday 31, by the State Council of Ministers as presented by Dr. Itto.

The government spokesperson, Felix Otuduha Siro who briefed the press shortly after the Council of Ministers’ Meeting disclosed the council, following considerable deliberations, passed the Document with some amendments.

The Health Minister’s Dr. Itto elaborated that the Policy Framework and Plan focuses into key priority areas and targets key deliverables within the fiscal year 2012-13 to foster economic development and consolidate the implementation of the state development plan 2012/13.

She explained that the document is developed in consideration of the national Health Sector Development Plan (HSDP 2012-2016) and it embraces the Eastern Equatoria State Strategic Plan 2012 -2015, and the 2012-13 development plan.

Dr. Itto explained that the State faces great challenges in ensuring adequate and equitable health care for all its population and in controlling the enormous burden of diseases.

To date only 25% of its population is accessing health care. However, the political will and commitment is strong and the Ministry believes that “Good Health is a right for every citizen in Eastern Equatoria State, especially the women and children.”

The Ministry’s mandate is to Promote Health and provides efficient and easily accessible health care services in order to safe guard sound health of the population of Eastern Equatoria State.

The vision is to ensure a healthy and economically productive population fully exercising its human potentials.

The hopes to improve the health status of the population, ensure and sustain provision of quality, affordable, accessible healthcare services to the people of Eastern Equatoria State especially the most vulnerable women and children.
