The move was taken in reference read together with the Article 65 (1) of the state Transitional Constitution 2011, which gives powers to the Hon. Members to elect and remove their leaders within the assembly, supported by article 90 of the conduct of business regulations of the assembly.

In article 90 (IV), the motion for removal of thespeaker or deputy speaker shall be listed for debate within fourteen days after receipt of the notice by the speaker or deputy speaker.

The motion was brought forward by Hon. Abraham Dimo Cirillo representative of consistency 18 of Mapel / Alur Payam.

Dimo said the continuous absence of the speaker in office prompted the move.
“His absence from the assembly contributed to the low performance of the assembly. Less than ten bills have been passed since May 19th 2010,” said Dimo.

Dimo also said that Speaker Andrea Mayar Acho also waved the immunity of some MPs without approval from the assembly. A violation to the state Transitional Constitution 2011 article 63 and conduct of Business regulations article 135.

“The speaker used to sign the assembly’s documents in his village where he used to spend more than three months, instead of working in the office. And when he returns to the town, he chooses to remain at home yet heis needed in the office.”Said Dimo.

 “A time has come now where the state needs a strong speaker who can work with the MPs to sensitize thecitizens on the upcoming elections.” He added

The assembly has also delayed the passing of state governor Rizik Zackaria Hassan’s new cabinet which was scheduled for Wednesday.
