Recent reports show that the provincial parliament will be soon debating on the issue of whether citizens with terminal illness be allowed to seek medical help for ending their life. This recommendation was forwarded by a group of legal experts to the provincial government to legislate allowance of so-called “medical assistance to die” to special cases. The term of ‘special cases’ is attributed to describe patients that are too close to death and often incapable of suffering from physical or psychological pain. The Quebec government is considering to extend a new facility of allowing a new way out.

So far, the Criminal Code of Canada declares euthanasia and assisted suicide to be completely illegal. Whereas, the Junior Health Minister of Quebec, Veronique Hivon, mentioned on Tuesday that the group has assured that the province has complete legal authority to legislate in the matters of health. It was declared that future Quebec legislation will illuminate the legal options to end a life decisions, rather than considering suicide. Hivon stated that she hopes to present the legislation enlisting rules to receive medically assisted end-of-life procedures in the province timely, considering that the provincial assembly will soon adjourn for the summer. The 400-pages report states that “the Quebec legislature has the constitutional power to organize the required legal framework for end-of-life care within the health-care system.”

The spokesperson of the federal Justice Minister Rob Nicholson, Julie Di Mambro, made a statement on Tuesday on behalf of Ottawa, saying that “this is a painful and divisive issue that has been thoroughly debated in Parliament.” She added that “we respect Parliament’s decision.”
