A new report of Elections Canada revealed that there were more than 165,000 voters who had apparently voted inappropriately in the last election due to errors which have made it urgent for the system of voting to be overhauled, even though there isn’t enough time to do so before the coming election. In the report commissioned by the Chief Electoral Officer Marc Mayrand, he admitted that irregularities in the Toronto riding of Etobicoke Centre directed the court to a challenge which went to the Supreme Court of Canada.
A former executive of Elections Canada, Harry Neufeld, audited almost 1,000 polls from the last election, along with three recent byelections, after which he reached to the conclusion that systematic errors had hampered the processing of the 15 per cent of voters who showed up on Election Day without having been registered. The report mentioned that “serious errors, of a type the courts consider ‘irregularities’ that can contribute to an election being overturned, were found to occur in 12 percent of all Election Day cases involving voter registration, and 42 percent of cases involving identity vouching.”
In the report, auditors estimated that there were irregularities linked to almost 1.3 per cent of overall votes casted in the 2011 election, majority of which involved paperwork errors due to vouching process for voters who need to be sworn in. These errors resulted in the Ontario Superior Court to overturn the election result in Etobicoke Centre, where Liberal MP Borys Wrzesnewskyj was defeated by Conservative Ted Opitz by 79 votes on Election Day in 2011.
