The Conservative government has a plan in works that aims to curb the influence of the Department of National Defence in making big-ticket military purchases in light of several delays and cost overruns in acquiring hardware for the Canadian Armed Forces in recent past. In an important announcement to be made by the National Defence Minister, Rob Nicholson, and Public Works Minister, Diane Finley, on Wednesday morning, they will explain that big military acquisitions will from now on will be managed by a Defence Procurement Secretariat that will report to the Department of Public Works and will be governed by senior civil servants across a range of departments.

A working group of ministers from Public Works, Defence, Industry Canada and Treasury Board will be taking key decisions and play a vital role in decision making. The decision was prompted by a series of dysfunctional military procurements in the eight years, ranging from light-armored combat vehicles to joint support ships to F-35 fighters. Disappointing procurements have significantly damaged the Conservatives’ sensitively developed reputation as prudent caretakers of public money.

The announcement to be made by Mrs. Finley and Mr. Nicholson on Wednesday would disclose that they will make the military suppliers provide more high-value industrial spinoff work for Canadian companies and well-paying jobs. It will be highlighted that the government is not satisfied by the industrial regional benefits received for several big purchases of military aircraft. Several critics claim that numerous major military purchases in the past have often lacked a single point of accountability.
