Ethics commissioner, Mary Dawson, has highlighted in her reported Diane Finley, Human Resources Minister in 2011, broke ethics rules by giving special treatment to a project proposed by a political ally of the ruling Conservatives. According to the report issued on Tuesday, the Minister intervened improperly in order to ensure a skills center in the city of Markham, Ontario, would get government funding even though the officials had initially decided the center was not eligible.
The report is deemed to be a heavy blow and source of embarrassment for the Conservatives as they gear up for October election. Although Dawson cannot give punishment, the report would be enough punishment for the ruling Conservatives, who vowed to clean up politics and increase accountability in their election that brought them in power in early 2006.
According to Dawson, Finley, who is now public works minister, intervened after coming under pressure from two cabinet colleagues to look again at the project, which was proposed by one of their supporters. She pointed out that “I found that Ms. Finley’s decision to fund the Markham project was improper … and that she reasonably should have known that, in making the decision, she would be in a conflict of interest.” Dawson added that “it was clearly inappropriate that the funding went to the Markham project.” Ultimately, the government still had to withdraw the funding since the proponent failed to obtain the necessary building permits.
