Kenyan government incurred wasteful expenditures worth R30 billion

Auditor-General (AG) Terence Nombembe claims that the Kenyan government has incurred irregular, fruitless and wasteful expenditure amounting up to R30 billion. Nombembe released the audit reports of federal and provincial governments for 2011/2012 on Tuesday.

The report declares that 25 national departments and 55 public entities regressed in their national audit results, while only 17 departments and 45 public entities showed improvement. It further states that at least half of the government departments have collectively incurred R28 million worth of irregular expenditure.

According to the report there has been a gradual decline from the 152 clean audits achieved in 2009-10, to 132 in 2010-11, to only 117 in 2011-12. This means that fewer and fewer clean audits have been achieved since the launch in 2009 of Operation Clean Audit 2014, rather than more.

The government embraced the reports wholeheartedly, claiming to have already started taking crucial measures to address the surfacing challenges. Performance Monitoring and Evaluation Minister Collins Chabane said the AG’s report will be discussed in Parliament.

“We’re working very closely with portfolio committee’s to look at all these results and look [for] improvement plans,” said Chabane.

Addressing the issue of serious human resource mismanagement, Public Service and Administration Minister Lindiwe Sisulu said government is trying to fill vacancies with adequately trained and educated personnel.

“We are trying to make sure that as we professionalize the public service, we can attract the necessary, rare skills to do what we need to do.”
