Fugitive man Liyao Chen charged with drugs related offences

On Thursday, December 5, 2013, 42 Division officers responded to a radio call at Milliken Public School for a man refusing to leave the property.

Officers attended and investigated a man.

It is alleged that:

– the man was in possession of a quantity of drugs and cash

Liyao Chen, 21, of no fixed address, was arrested and charged with:

1. Possession of a Schedule II Substance for the Purpose of Trafficking
2. Possession of Proceeds of Property Obtained by Crime

Further investigation revealed that Liyao Chen was wanted in Brooklyn, New York, in connection with multiple criminal convictions related to a 2011 street robbery in which the victim was stabbed 13 times and left at the side of the road.

Chen fled the U.S. before he could be sentenced.

The Toronto Fugitive Squad assisted Divisional officers with the investigation.

On Thursday, December 19, 2013, a Provisional Arrest Warrant was obtained and Chen was arrested under the Extradition Act. He is facing a 32-year sentence in the U.S. in connection with the following convictions:

1. Attempt Murder
2. Robbery
3. Gang Assault
4. Possession of a weapon (Knife)

He is currently being held in custody pending extradition proceedings.
