Investigators with the York Regional Police #2 District Criminal Investigations Bureau have charged a man following an investigation of an assault that further revealed the accused, who is HIV positive, sexually assaulted a minor.
In February 2014, an investigation of a male began following an assault at a residence in the Town of Richmond Hill. In that incident, a 26-year-old male had assaulted a female victim with a weapon and threatened to kill her. Further investigation revealed that in October 2011, the accused, who was diagnosed as being HIV positive at the time, had knowingly engaged in unprotected sex with a minor and subsequently infected the minor with the disease.
On Wednesday, February 12, 2014, the accused was arrested by investigators without incident. He has been held in custody and will appear in court on Thursday, April 3, 2014. Investigators feel that there may be more victims and are asking anyone with information to come forward. The accused has been known to solicit sex through online classified ads requesting “casual encounters” using the
e-mail address romankrouglov@gmail.com.
