A retired bureaucrat has been appointed as the caretaker councilor, Ceta Ramkhalawansingh, for the ward of Trinity-Spadina by Toronto city council, which will also will pick a candidate later on Monday to fill a vacancy in Etobicoke-Lakeshore. Ramkhalawansingh managed to outrun 30 others contenders as she received 22 of 41 votes on a second ballot at a special council meeting called especially to fill vacancies left by former councilors Adam Vaughan (Trinity-Spadina, Ward 20) and Peter Milczyn (Etobicoke-Lakeshore, Ward 5).

Addressing reporters after the vote, Ramkhalawansingh stated that “I really hope that I can serve the constituents of Ward 20,” and that “it’s a very diverse and interesting ward.” A University of Toronto graduate, Ramkhalawansingh, has been a resident of the ward for about 40 years. She retired from the position of Toronto’s manager of diversity management and community engagement almost four years ago, which ended her almost 30 years long career as a civil servant. Since her retirement, Ramkhalawansingh has served in a number of volunteer positions, including national chair of The Word on the Street and a board member with the Toronto Community Foundation.

According to her Twitter profile, Ramkhalawansingh is “a social justice, feminist and anti-racist activist who is focused on issues such as land use, social housing, heritage, park revitalization, diversity, human rights and literacy.” Vaughan was elected as a Liberal MP in Trinity-Spadina in a June 30 federal byelection, whereas Milczyn’s seat is up for grabs because he was elected as a Liberal MPP in the June 12 provincial election.
