Family Services Minister, Kerri Irvin-Ross, recently confirmed in a press statement that his government has begun implementation of 31 recommendations made Commissioner Ted Hughes in his year-old report. The government stated on Tuesday that it is working on how to best enact the other recommendations. Mr. Hughes made 62 recommendations in the aftermath of Phoenix Sinclair’s murder, which basically highlighted how to prevent another such tragedy from occurring.

In addition to that, the government also aimed to expand its support for families and spend less money since fewer kids will be taken into care. In his remarks, Irvin-Ross stated that “we’re shifting our emphasis from protection to prevention,” adding that “prevention is the best protection.” According to Irvin-Ross, the changes are being brought in as soon as possible. Among the changes that will be implemented at the earliest was revising the funding model for CFS agencies, including a 60% increase for family supports to allow greater flexibility in dealing with family size, complexity of needs, geography, and other factors.

At the same time, the government also vowed to work to strengthen the role of the Children’s Advocate and the capacity of non-government community agencies to offer more services for families earlier. It was announced that the government will move to require CFS agencies to work more collaboratively with community partners and develop a retention and recruitment strategy for CFS workers. 5-year-old Sinclair was murdered by her mother and stepfather in 2005 after going undetected for months by CFS workers.
