The state Ministry Of Education has asked the government to intervene in taking legal action against the teachers, schoolboys and intellectuals who are impregnating school girls which lead to early marriages and dropout of girls in the state.
The state government has been trying to prevent pregnancies and early marriages among school aged girls to end the high dropout in elementary and secondary schools.
The two teachers from schools in Aweil West county and Aweil town have been suspended for three months without pay and the ministry administration is said to have formed a disciplinary committee to investigate the matter.
“The teacher in Aweil west has impregnated two girls, at the same school at different levels. One in class 7 and another in class 8. We have one case in Aweil town that is in St. Goretti Comboni Primary school,” said Jok Aleu Jok, the State General Education Director.
Aleu says state lawmakers and parents should work together to ensure teachers who impregnate school girls are prosecuted.
“We in the Ministry we came out with community bylaws to protect girls. We invited chiefs, Parent Teachers Associations (PTA), even assembly members and legal affairs. But now that community bylaw we have the first draft and we need also to submit it to the assembly to be passed as a law,” said Jok.
In South Sudan, there is no any existing law that makes it a crime – for such pregnancies or even rape cases, when one has the ability to pay cows to the parents, there the chapter of whether a rape or underage pregnancy is closed and treated different as someone who pays dowry to the family regardless of the victimization the girl undergoes.
State educators say they will enact a law to prevent teachers impregnating students and early marriages.
The Director General at the state Ministry of Education, Caesar Atem Biajo says the Ministry of Justice is drafting a law that will ensure boys or men who impregnate minors get imprisoned for seven years.
Biajo urged parents of school girls who became pregnant to sue the culprits and take them to court.
“When it is between a boy and a girl within the school then we dismiss the boy and we allow a girl to continue education. And if the girl is pregnant this girl is given the chance to go and give birth and leave the child at home and resume the school,” said Biajo.
He said they do write recommendation to the parents so that that teacher can be taken to the court and given seven years in prison to deter such occurrences from happening.
However, no real statistics of the school dropout girls of such cases is provided by the ministry of education but there is a hope that the ministry is taking a lead to make sure that everything is under control.
