“The Secretariat of Examination has only 12 staff which includes messengers, cleaners and drivers. The secretariat managed to successfully print and conduct examinations by temporarily contracting 93 examination setters, 6 printers, 12 paper assemblers and supervisors and those who packaged the examinations,” he said.

Ukel said that the secretariat has only two vehicles which are not enough to transport the examination papers as such, the council had to seek help from UNICEF to transport papers to insecure places like Pibor.

The minister also said that they had to charter planes and hire vehicles to transport the papers to the states.

Journalists were also toured around the printing place which is so packed a fact which the ministry attributes to the problems that came from the side of packaging.

Given the nature of work and time, the ministry said it was difficult to operate in such small space without errors.

According to the minister, delay in the release of money from the Ministry of Finance was also another factor. He said money collected from the students had to be used as they wait for the ministry of finance to respond.

The budget of the exams is 4.1 million South Sudanese pounds of which 1.8 million pounds were collected from the candidates.

The ministry also blames insecurity in the country as one of the challenging factors during the examination period.

“Conducting examination when there is a wide spread ownership of guns in the country is not an easy thing,” he said.

They also blamed some of the centres for giving inaccurate data to the ministry about the number of students sitting for the subjects a reason which they said is behind the photocopying of exam papers in some of the centres.

However the minister hailed his staff and those who worked to see what he said was a successful examination.
