The Minister of Local Government, Diing Akol Diing said that he has acknowledged that the government of Jonglei state is really supporting the ministry of local government adding that without the ministry, the democracy in governance and accountability and prosperity that they are longing for will not be achieved.

Diing said that it is through the ministry where the service delivery is taking place at the grassroots and the economic growth in the counties will happen only through the ministry in the counties where stability and peace will prevail in the community.

“We accepted as the ministry that there institutions are weak and that why we are asking to strengthening them so that they are effective and we want to recognize the support that the United states Agency for Development (USAID) has been given to this ministry from day one, USAID is now at the grassroots at the counties,” the minister said.

He said that USAID is building the county headquarters in Uror County and two payam headquarters in Likuangole.

Akol said that most of the support they get is through the support from the UASID adding that they have internet communication at the county headquarters of Jonglei state.

The Chief of Party, BRIDGE Program, Lutfiyah Ahmed said the strategic plan is important to strengthen the local government institutions and indigenous communities in services delivery adding that it is a privilege for them to support the ministry in the affairs.

In the strategic planning book’s, the Jonglei state strategic plan shows that 91% of the population live in rural area with 58% of the state living off the land.

They suggest that all citizens of Jonglei state lack sanitation facilities, the majority of the people (89%) of the citizens lives in huts and 95% use fuel wood for cooking.

In Jonglei, BRIDGE has worked to increase the capacity of state, county and payam-level officials as well as traditional chiefs and leaders of civil society organizations.

BRIDGE has targeted community groups to effectively communicate and collaborate particularly on planning and budgeting preparation and execution as a means to improve public service delivery.

The organization used its new, illustrated Community Engagement Facilitation Guide for Local Government to reach out to both government and community leaders, using a training-of-trainers (TOT) approach to stimulate good dialogue.

Jonglei has been slowed by continued insecurity and severe weather.
