A government lawyer quarreled on Friday that the case to decide whether the parliamentary budget officer is infringing the rights of Parliament shall be thrown out of the court. Kevin Page has appealed the Federal Court to clear out all the ambiguities regarding his mandate as Canada’s budget watchdog.
Page had previously asked the government to provide him with information related to the budget cuts, however, several federal departments refused to honor his request. Hence, after a series of unsuccessful efforts to obtain that information, Page decided to take the matter at the court and settle the issue once and for all. Page has been officially condemned by the government and the Speakers of both the House of Commons and the Senate. The federals assert that the court is on a collision course in outlining the rights and privileges of Parliament and has no authority to get involved.
A lawyer representing Speaker of the House Andrew Scheer, Steve Chaplin, mentioned that “it would be an interference of the processes of the House for this court to intervene in what is clearly a parliamentary process.” Chaplin insisted that it is the role of the House of Commons to hold an executive body to account. Additionally, he alleged that Page should have brought the issue at hand to the House for MPs for deciding a proposed solution to resolve it. On the other hand, Justice Sean Harrington is questioning Chaplin on this over the two-day hearing, which started Thursday.
