The Alberta government has revealed the rudimentary principles of a flood recovery and mitigation plan that most importantly includes a complete ban on any new development in the worst flood-prone areas, and in case previous homeowners choose to rebuild, they will not stand eligible for any future disaster-recovery program payments.

In a statement issued on Sunday, Alberta mentioned that it wants to “respect personal choices” due to which it has decided to allow people to live where they choose. However, it straightforwardly pointed out that long-term policy changes will affect those who chose to rebuild their residential and business assets in the province as it will provide incentive to people trying to relocate to higher ground from the most at-risk areas. It was grieved that recent historic floods will overall be cost individuals, insurers and governments billions of dollars.

The disaster-recovery plan for those affected who were not covered by Canadian home insurance policies was disclosed on Sunday at a news conference in Calgary. It was announced that several Alberta properties located in hazard zones called “floodways” will be relocated. Whereas, those who chose to rebuild on the floodway land titles will do so with a special notation making clear to owners, and future home buyers, that any house rebuilt in the zone will not qualify for future disaster assistance payments. The chairman of the province’s Ministerial Flood Recovery Task Force, Doug Griffiths, mentioned that “if they choose to rebuild there, they can do that. That’s all they get.” He added that “funding under the disaster recovery program is not insurance. It comes with conditions.”
