B.C. government recently made an announcement on Thursday to have appointed a special prosecutor to assist police in an ongoing investigation that probes alleged irregularities stemming from the government’s Ethnic Outreach Strategy. It was disclosed that Vancouver lawyer, David Butcher, will assist in the investigation being carried out by the RCMP, while simultaneously working for his own review as well.

Consequently, the final report concluded by Mr. Butcher will determine whether or not there were any Criminal Code offences committed and whether a prosecution is warranted or not. Criminal Justice Branch has confirmed that the RCMP received a complaint in August alleging that Election Act irregularities arising from the B.C. Liberals’ leaked plan to woo ethnic voters. It was reported that in response to that complaint, the RCMP launched a probe into the multicultural outreach report, drafted by John Dyble. The report was leaked by the NDP in February and caused uproar, leading several key Liberal staffers to resign.

The RCMP contacted the branch to ask for an appointment of a special prosecutor on Aug. 29, in response to which Mr. Butcher was appointed that same day. A news release issued to announce the appointment stated that “announcement of the appointment was delayed by the branch until today’s date at the specific request of the RCMP to safeguard the integrity of the investigation in its early stages.” Since the ongoing investigation might place several members of government and government employees under scrutiny, a special prosecutor is essential to ensure that there is no possibility of a conflict of interest or influence.
