Regina police charge four people for Kidnapping and Forcible Confinement

Four people: three males and a female, are facing numerous charges in connection with an incident of Kidnapping and Forcible Confinement that occurred in Regina on April 22, 2015.

On Wednesday, April 22, 2015, at about 8:30 p.m., police were dispatched to the 2100 block Angus St for a report of a disturbance. Information received in the call was that there was a female being dragged into a nearby apartment.  Patrol members arrived and found the victim, a 31 year-old female, who was taken to hospital by EMS with injuries consistent with a physical assault.  The suspects had fled.  Preliminary investigation indicates that, at some earlier point, the 31 year-old female went to a residence in the 2100 block of Angus Street.  An altercation occurred and she was prevented from leaving.  Police believe she was taken to another address in the 4400 block of Pasqua Street, then transported back to the residence at 2100 block Angus.  She was assaulted during this time and assaulted again when she attempted to escape.  The commotion alerted neighbours who called police.  Further investigation led to the arrests of two males and a female on June 9th and the arrest of a male on June 10, 2015.

Charged in connection with this event are:

  • Thirty-five year-old Ramie Louis BELLEGARDE, DOB: 1980-03-11 of Regina, charged with Forcible Confinement [279(2) CC]; Robbery with Violence [343(a) CC] and Breach Probation [733.1(1) CC].
  • Twenty-two year-old Andrew Michael BELLEGARDE, DOB: 1993-06-01, of Regina, charged with Kidnapping [279(1) CC] and Forcible Confinement [279(2) CC];
  • Forty-four year-old Barbara Lynne ILLINGWORTH, DOB: 1971-04-02, of Regina is charged with Forcible Confinement [279(2) CC]; Careless Use of a Firearm [86(1) CC]; Possession of a Prohibited or Restricted Firearm with Ammunition [95(1)(a) CC]; Unauthorized Possession of a Prohibited or Restricted Weapon [91(2) CC]; Unauthorized Possession of a Firearm [91(1) CC]; Unauthorized Possession of a Prohibited or Restricted Weapon [91(2) CC]; and Unauthorized Possession of a Firearm [91(1) CC].

These three accused appeared in Provincial Court at 9:30 a.m. on Wednesday, June 10, 2015.

The fourth individual charged in this case, arrested on June 10, 2015, is:

  • Twenty-seven year-old Stuart Michael George SABISTON, DOB: 1987-07-11, of Regina. He is charged with: Kidnapping [279(1) CC]; Forcible Confinement [279(2) CC]; Wear a Disguise with Intent to Commit an Indictable Offence [351(2) CC]; Carry concealed weapon (bear spray, brass knuckles) [90 CC]; Unauthorized Possession of a Prohibited Weapon (brass knuckles) [91(2) CC] and Possession controlled substance (methamphetamine) [4(1) CDSA].

SABISTON made his first court appearance in Provincial Court at Court at 9:30 a.m. on Thursday, June 11, 2015.

The investigation into this matter is ongoing.
