Two members of the Coquitlam RCMP Traffic Services Section have been charged with Assault following an investigation into a traffic stop they conducted on June 17th, 2010.

On June 17th, 2010, Cst. Marko Duran, age 38, and Cst. Trevor Doylend, age 33, were conducting radar enforcement on Prairie Avenue in Port Coquitlam. Cst. Duran flagged a vehicle over and issued a violation ticket. During this process an altercation ensued and the driver was removed from the vehicle and arrested by Cst. Duran, with assistance from Cst. Doylend.

In reviewing the file, their supervisor had some concerns about the arrest and subsequent charge recommendation. In following up on his concerns he reviewed audio/video tape of the incident from the in car camera of the police vehicle. This led to the criminal investigation, and the laying of one count of assault against each officer. No charges were forwarded against the driver, who never made a complaint about this incident.

Cst. Duran has been tasked with Administrative duties since this incident. Cst. Doylend remains on duty in Coquitlam Traffic Services. A separate internal Code of Conduct investigation is continuing.

“Public confidence starts with us doing our jobs. In this case a supervisor did exactly what they’re supposed to do in thoroughly reviewing the work of their members, and that’s what led to these charges.”

Both officers are set to appear in Port Coquitlam Provincial Court on January 20th, 2011 at 9:00 am.
