Hassan was speaking during the opening of state parliament after recess and was very critical on the way the government is implementing a number of projects without the plan having the approval and consent of the assembly.

He said during the last session, the House had resolved that all other projects of the government should first be brought to the parliament for approval before implementation starts ideally to ensure equitable distribution of services in the state in a bid to share the meager resources.

He said the focus is also so that resources are cost effectively used and also enables the August House justify the need and follow up, including mobilizing the masses about the intension of the government in a particular area.

“To the contrary soon after March 13th 2013 development council meeting where some projects were identified, the Ministry of Education Central Equatoria State went ahead to invite bids….where seven schools were advertized for both construction and renovation divergent to the decision of the House,” Hassan said.

“All these projects are meant to serve our people but we should follow the procedure set by law to avoid misunderstanding with the August House,” he added.

The issue of the Executive and the legislative in CES working some times differently and affecting negatively on provision of services and development in the State has just been a continues practices.

Last year the Executive decided to operate on a budget when the parliament had not passed it among other issues.
