Drawing the 35 staff from Kapoeta North and Torit counties, the concluded training commenced on 21 October 2013, according to Jackson Jale, working for ECORYS Consultancy.

The purpose of the training according was to strengthen the capacity of the local government in order to manage the financial management system to support the counties as the Ministry of Finance has earmarked a special fund for service delivery and expand the services o Payams and Bomas.

The expert trainer explained that the Public financial management manual shall apply to financial transactions and businesses of all Local Government Councils.

It is a system by which public financial resources are planned, directed and controlled to ensure efficient delivery of public service goal.

Earlier when the training kicked off in Torit County Headquarters, Mr. Jale told Gurtong that with support from Capacity Build Trust Fund, CBTF, Government Accountancy Training Centre hired ECORYS, to undertake the training of county staff whose daily duties involve financial responsibilities.

The training is to ensure funds and assets of the Local Government are used for identified purpose aimed at improving service delivery.

“This is what I want to really emphasize so that the people will know that this time the government has brought the initiative to see that the civil servants improve on service delivery in the local government,” he said.

“With this framework, we expect the staff are empowered to undertake their entrusted duties or roles.”

The leader further elaborated further that the Public financial management is basically the system by which public financial resources are planned, directed and controlled to enable and influence the efficiency delivery of public service goal.

The trainer clarified the objective of the Public financial management is to ensure that the funds and assets of the Local Government are used for the indented for purpose Ministry of Finance and Economic Planning with the Local Government Board have really exerted much efforts to improve service delivery to the people on the ground.

The training covered topics such as responsibilities of financial management, responsibilities of the County Chief Administrator, basic financial forms (receipts and payments of cash), preparing a budget, source of revenue, budgetary control, making and recording payments, preparing payroll, advances, selecting a contractor and management of fixed assets.

Stores management, internal audit, cash and banking reconciliation, preparation of financial reports, preparing a basic budget, preparing a budget for primary health centre and finally primary school financial management complete the list of topics the training covered.
