High risk sex offender Ryan James Gabourie to reside in Winnipeg

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Ryan James GABOURIE, 29 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences against children.

GABOURIE will be released from Stony Mountain Institution in Stony Mountain, Manitoba on June 21, 2011. He is expected to take up residence in Winnipeg, Manitoba.

GABOURIE has a history of sexual offences in relation to children, including Sexual Assault, Break and Enter Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent as well as many other criminal offences. Although GABOURIE participated in some sex offender treatment while in prison, he is still considered a high risk to re-offend. Male and female children are at risk.

Background information:

Ryan James Gabourie, a 29 year-old male, has a prior criminal record that includes 5 counts of Sexual Assault, 5 counts of Break Enter and Commit Sexual Assault, Possession of Child Pornography, Break and Enter with Intent and other criminal offences.

GABOURIE’S most recent convictions arose from a number of incidents that occurred between August 2004 and February 2005. GABOURIE sexually molested five young boys, between 5 and 11 years old by entering their homes through unlocked windows or doors and sexually assaulting them in their beds while their families were sleeping nearby.

GABOURIE entered the homes of another boy and girl in the same manner but was discovered before he committed any additional offences. He also sexually molested a 10 year old boy in the boy’s neighbourhood. The victims were unknown to GABOURIE. He met one victim by coincidence in the boy’s neighbourhood and he entered the homes of the other victims by choosing homes where children’s toys were visible in the yard or could be seen inside the homes by peering in through windows. GABOURIE was arrested on February 2, 2005. He was in possession of child pornography at the time of his arrest and provided police with a false name.

GABOURIE remained in custody until November 23, 2005. On that date, he was convicted of 5 counts of Sexual Assault, 5 counts of Break and Enter Commit Sexual Assault, Break and Enter with Intent, Possession of Child Pornography and Obstruct Peace Officer. He received a total sentence of 84 months with credit given for the equivalent of 17 months pre-sentence custody.

GABOURIE will be released from Stony Mountain Institution in Stony Mountain, Manitoba on June 21, 2011. He was held to Warrant Expiry on these charges. That is, he was not granted any form of parole.

Upon release, GABOURIE will be subject to the conditions of a Recognizance as well as a court order prohibiting him from:

· Attending a public park or public swimming area where persons under the age of fourteen years are present or can reasonably be expected to be present, or a day care centre, school ground, playground or community centre;

· Seeking, obtaining or continuing any employment, whether or not the employment is remunerated, or becoming or being a volunteer in a capacity that involves being in a position of trust or authority towards persons under the age of fourteen years; or

· Using a computer system for the purpose of communicating with a person under the age of fourteen years; and

· Having possession of a computer or Internet access.

GABOURIE participated in some sex offender treatment programs while in prison. However, he is still considered a high risk to re-offend. Male and female children are at risk.

He is expected to take up residence in Winnipeg, Manitoba.
