Canada’s military administration has constantly flouted orders from government ministers to expand the size of the army reserves. The allegation was made in a blunt yet vigilantly documented report by one of the finest military intellectuals, Jack English, for the Canadian Defence and Foreign Affairs Institute. The document is to be released on Wednesday.
In the document, English describes how bureaucrats and chiefs within the military, who considered all the steps to expand the militia as hazards, obstinately denied the requests of their political rulers.
Consequently, today the size of the militia is almost the same as it was over a decade ago – when the former Liberal defence minister David Collenette primarily asked to increase the number of part-time reservists to no less than 18,500. It stayed the same during the administration of his successors, Doug Young and Art Eggleton.
Nonetheless, English says that the number of part-time reservists was 16,500 in March 2010, including the reallocation of 1,200 medical and infrastructure reserves which weren’t part of the militia earlier.
He says, “The point in mentioning this is that National Defence Headquarters is today roughly as large as the entire militia.”
