mayors ask ottawa to ignore provinces, send infrastructure funds directlyMayor of Canadian cities have called upon Ottawa to avoid involvement of provinces in sending new money for infrastructure projects and be direct with municipalities for the impending construction season. Canadian Prime Minister Justin Trudeau attended a rare meeting with the mayors on Friday, which allowed cities to make their case directly to senior ministers as the federal government works out the details of a $60-billion infrastructure plan that will be outlined in the coming federal budget.

In his remarks after the meeting, Calgary Mayor Naheed Nenshi stated that “ideally, the funds should flow directly from the federal government to the municipalities. If we have to involve the provinces in another layer of authority, it’s going to slow everything down.” Montreal Mayor and a former federal Liberal cabinet minister, Denis Coderre, mentioned that “cities are no longer just creatures of the provinces.” Federation of Municipalities President, Raymond Louie, explained that a common message has been sent to Ottawa this week that a new infrastructure program should be set up in a way that money does not fall into a “quagmire” at the provincial level.

Canada’s municipalities are constitutionally the responsibility of provincial governments but the federal government has started getting involved in local issues in recent years. Now Ottawa’s role in municipalities is suspected to grow further with the budget, as the Liberals bring in a multibillion-dollar plan that has a strong municipal focus.
