S. Sudan Declares Sudanese Within Her Territory As Foreigners

Alison Manani Magaya and the Inspector General of Police, Tito Achuil told the press that, the Ministry is working out all measures to safeguard all Sudanese Nationals in the country and South Sudanese in Khartoum.

In a press released to media houses and read by Mr. Tito Achuil, “In response to procedures taken by the Government of Sudan concerning the status of South Sudanese in their country, the Ministry of Interior would like to declare the following measures;

1. All Nationals of the Republic of Sudan are declared foreigners as of 9th April 2012,
2. Sudanese nationals who are currently in the Republic of South Sudan shall be registered and provided with temporary stay documents for free,
3. All South Sudanese Nationals are given time to correct their immigration status according to the laws governing presence of foreigners in the country,
4. All Sudanese nationals entering the Republic of South Sudan by land, air river or railway are to produce entry visas,
5. A team from the Directorate of immigration and passports is located in South Sudan Embassy in Khartoum to enable the South Sudanese students, returnees, NGOs and UN Staff, and those working in private sector to obtain immigration documents,
6. Sudanese Nationals shall be accorded fair treatment and full respect in regard to their Human Rights,
7. Registration of other foreigners shall proceed as planned before,
8. Additional steps that will follow shall be introduced by line ministries.”

Manani said the decision taken by the two countries is in good faith and in accordance with international laws and practices, adding that, it is also to enable the two countries identify their citizens in either country.

He said the decision taken by the two governments is an implementation of agreement between the two countries agreed last week in Addis Ababa in talks compelled by the African Union.

“What we agreed with the Sudanese Interior Minister when we met in Addis Ababa was to have it as a process,” Manani said while explaining the genesis of the decision which made many South Sudanese in the country taken by surprise when Khartoum declared Southerners in her territory foreigners by the 9th of April.
