He clarified that new financial transaction forms have been introduced to enhance accountability and will be obtained from the Ministry headquarters in Juba.

“The old forms have been replaced as they were not being used and it was therefore hard to control their use. We are phasing them out gradually and they will not be recognised after 30 June 2012”, he said.

He said that anyone found using the old forms will be punished under section 66 of the Financial Management and Accountability Act 2011.

“All the used and unused old forms should be returned to the National Ministry of Finance and Economic Planning stores not later than 30 June 2012. A complete list of all forms must be returned with serial numbers and their receipt should be acknowledged by the Director of Stores. Each Government Institution should designate in writing one person to be responsible for receiving the forms from the national stores and also to safeguard the returned forms of their institutions”, said the Minister.

In a bid to address weaknesses in the economic sector for better transparency and accountability in the infant nation, the National Ministry of Finance and Economic Planning has embarked on stringent public financial management reforms in regard to the use of public funds.

Meanwhile, Minister Ngai last week presented the 2012/2013 annual draft budget to the Council of Ministers ahead of today’s deliberations on the estimates.

South Sudanese government spokesman Dr Barnaba Marial told the press that the figures will be discussed at an extra ordinary meeting of the cabinet.

“During discussions on the budget other relevant issues like the oil shutdown will also be discussed and the adjustments that need to be made to the budget in order to circumvent the loss of the oil revenue”, added Dr Marial.

Once passed by the cabinet the budget will await ratification by the South Sudan National Assembly that resumes sittings on 10th this month.
